Is it open world?
No. Mafia: The Old Country is not an open world. The campaign is a prologue plus 14 chapters. Free Ride is a challenge mode on that map, not a sandbox you live in.

What I checked
I checked this against the way 2K describes Free Ride and against Game8’s direct answer, which also says the game is linear. The official unlock for Free Ride is after chapter 2. PowerPyx wrote chapter 3. The mode has 24 base challenges — races, horse races, standoffs, assassinations — and it pays Dinari. You cannot ignore the story and “just explore Sicily” from the main menu on day one.
What you can still do on the map
After it unlocks, Free Ride lets you travel, take photos (since the November 20, 2025 update), and clear challenges. Map pins arrived with the August 14, 2026 update. None of that adds side-quest districts in the style of a sandbox.
Palermo is a chapter, not a second city you unlock forever. Valle Dorata is the region the chapters cross.
